A diploma issued in Armenia undergoes a chain of certifications for use in the UAE. Until the chain is assembled correctly, the document is not accepted in Dubai — and the most common reason for refusal sounds strange to the applicant: “certify the stamp again.” Below we examine a real case from our practice and separately — what to do if the university that issued the diploma has long been closed.
A case from practice
Higher education diploma, issued in Yerevan in 2008. Certified by all authorities. In Dubai, the document was accepted for review, but they demanded to re-certify the stamp. The applicant was told that it must be done “at the Armenian consulate.” A separate difficulty: the university that issued the diploma had its license revoked back in 2009 and no longer operates as an educational institution.
In this situation, three different issues are intertwined, and they need to be resolved separately: where exactly the missing stamp is placed, why re-certification is required, and what to do with a diploma from a closed university.
Common mistake: “Armenian consulate” is not the right consulate
Applicants in the UAE are usually told briefly: “a consular stamp is needed.” The person interprets this as “Armenian consulate” because the document is Armenian. In fact, in the legalization chain, the final stamp is placed by the diplomatic mission of the receiving country — that is, the embassy or consulate of the UAE accredited for Armenia. It confirms the authenticity of the stamp of the Armenian foreign ministry, after which the document undergoes final certification within the UAE.
Therefore, the first thing we do is find out exactly which stamp is missing. It often turns out that the entire chain does not need to be repeated: one link was omitted, and it is enough to close only that one. Why is re-certification required if everything is already certified
There are usually four reasons, and they are clearly distinguishable from the photo of the document:
- Too much time has passed. Agencies in the UAE often accept a legalized document for a limited period — in practice, applicants face the requirement to update the certification after about six months. If your stamp is older, they ask for a repeated legalization, not a new chain from scratch.
- There is no space left on the document. Each authority places a stamp or attaches a sheet. When there is no free field left, the document physically cannot accept the next mark.
- A link is missing in the chain. For example, there is a notarization and a university seal, but no mark from the foreign affairs department — and without it, the UAE representation has nothing to legalize.
- The requirements of the receiving authority have changed. Different emirates and different agencies (employer, ministry of labor, qualification recognition body) impose different requirements for the same diploma.
If the university is closed or has lost its license
This is a separate and the most common concern of holders of old Armenian diplomas. Two facts are important here.
First fact: the closure of a university does not annul previously issued diplomas. If the diploma was issued when the educational institution operated under a valid license, the subsequent suspension of the license or liquidation of the university does not by itself make the document invalid. In the case discussed, the diploma was issued in 2008, and the license was suspended in 2009 — meaning at the time of issuance the university was operating legally.
Second fact: a duplicate is not issued by another university. When the legal entity of the university is liquidated, only an authorized state body has the right to issue a duplicate diploma — and only on the basis of the preserved archive. No existing university can issue a duplicate of someone else’s diploma, and offers to “make the same one at another university” mean forgery, not restoration.
Therefore, the whole question boils down to one thing: whether the archival grounds for this particular graduate have been preserved. We search and verify:
- enrollment and graduation orders;
- examination and graduation records;
- entry in the register of issued diplomas;
- approved list of graduates of the corresponding year.
If the archive is fully preserved — a duplicate diploma with an appendix is issued. If only the diploma issuance register and the approved list of graduates have survived — a duplicate without an appendix may be issued: the fact of education itself is confirmed, but the subject grades cannot be restored because there is nothing to restore them from.
We should separately note: a duplicate is issued not only when the document is lost. If the original is intact, but has become unfit for further use — for example, there is no space left for legalization marks or it is damaged — this is also a ground for issuing a duplicate. - Year of graduation and name of the educational institution as written on the diploma.
- Photo or text of the requirement imposed on you in the UAE.
- Date of previous legalization, if the document has already been certified.
- For which authority or employer the document is needed and in which emirate.

Timelines depend on which scenario is confirmed. If the document is intact and only one mark is missing, the issue can be resolved in a matter of days. If it is necessary to retrieve the archive and issue a duplicate, it takes weeks, because the speed is determined by the archive request, not by our work. Frequently Asked Questions
Is the diploma valid if the university closed?
Yes, if at the time of issuance the educational institution was operating under a valid license. Subsequent suspension of the license or liquidation of the university does not invalidate previously issued diplomas. The practical issue is not the validity of the document, but whether the archive has been preserved: without archival grounds, it is impossible to issue a duplicate and confirm the fact of study upon an official request.
Can another university issue a duplicate of my diploma?
No. A duplicate diploma of a liquidated university is issued by an authorized state body on the basis of the archive. An operating university is not entitled to issue a document of education that it did not provide. Any offers to “re-issue the diploma through another university” constitute the manufacture of a forged document with all the ensuing consequences upon verification abroad.
Why is re-certification required if the document has already been legalized?
Most often because too much time has passed since the date of the previous stamp — applicants encounter certificate renewal after about six months. Other reasons: the document has no space left for new stamps, a link is missing in the chain, or a specific authority in the UAE has its own requirements. From a photo of the document the reason is almost always visible, and it is often not necessary to repeat the whole chain.
What to do if the diploma has no space left for stamps?
This is a standard situation, not a dead end. A document that has become unusable for further processing is an independent ground for issuing a duplicate, even if the original is not lost and is in your possession. After obtaining the duplicate, the certification is repeated on a clean form.
Do I need to travel to Armenia?
No. We work by power of attorney: you execute it with a notary at your place of residence or at a consulate, and we handle all inquiries, submissions and collections. We send the completed document by courier to the UAE or another country.
What if the university’s archive has not been preserved?
Then the route through a duplicate is closed, and a solution is tailored individually: sometimes the fact of study can be confirmed by a certificate based on surviving documents; sometimes the receiving party agrees to confirm the qualification in a different manner. We first determine the actual state of the archive and only then say what is possible — promising a result before checking in such a situation would be incorrect.
