Super-legalization of educational documents

Consular Legalization of Armenian Diplomas and Certificates: Full List of Countries

If you need to use an Armenian diploma, certificate, or course certificate in a country that does not recognize the apostille, consular legalization is required.

The company Business Liga provides services for the legalization of educational documents for countries that require consular certification, helping to avoid bureaucratic complexities.

Which countries require consular legalization?

📌 Consular legalization is mandatory for the following countries:
UAE (United Arab Emirates)
Saudi Arabia
Qatar
Kuwait
Oman
Bahrain
Egypt
Algeria
Lebanon
Iraq
Iran
Yemen
Syria
Vietnam
Indonesia
Thailand
Philippines
Libya
Morocco
Tunisia

📌 These countries do not accept the apostille and require a multi-step certification procedure in government agencies.

💡 Please note!
Previously, Canada and China required consular legalization, but they have now joined the Hague Convention and accept the apostille instead of consular legalization.

Procedure for consular legalization of Armenian diplomas and certificates

🔹 1. Certification at the Ministry of Education of Armenia
If the document relates to the field of education (certificate, diploma, diploma supplement), its authenticity must be confirmed by the Ministry of Education.

🔹 2. Certification at the Ministry of Justice of Armenia
The Ministry of Justice confirms the authenticity of the signature and seal on the document before sending it to the Ministry of Foreign Affairs.

🔹 3. Legalization at the Ministry of Foreign Affairs (MFA) of Armenia
The MFA of Armenia certifies the document for international use.

🔹 4. Legalization at the consulate of the destination country
The final stage is the certification of the document at the embassy or consulate of the required country in Armenia.

💡 In some countries (for example, Saudi Arabia, Kuwait), after consular legalization, the document must be additionally registered at the Ministry of Foreign Affairs of that country.
